December 17 2014: Kate's been looking for Partisan. Jericho arranges the meet.

Siberia is a beautiful place, really it truly is in it's own way. The wilderness here is largely untouched, and well this is Siberia. Not even the passing of airplanes is terribly common much less idle distractions like cellphone signals, wifi or starbucks. Outside of the derelict mining town she and the crew have taken over, well theres just nothing. Its easy to let the mind wander, and so the Partisan's mind does indeed wander.

Her lovely Russian uniform does a pretty good job of blending in, white and grey is sort've difficult to fuck up though. Ak held low in her right hand as she trudges through the snow, Cigarette smoldering in the corner of her mouth as she heads back towards town, satisfied that the only thing moving around out here is deer and tiger.

Last time he had a chat with the Non-Partisan people out at the church basement he'd been using for an HQ in this Russia op, Jericho got the distinct impression that the place had been compromised. So he'd relocated to the other side of town. This place was… he'd call it a wine cellar but root cellar is probably more accurate. It's a bit chill, but there are remedies for that. More importantly it's not wet which things often are out this way. He's currently cleaning a couple of weapons and waiting for Partisan to return, but he'd heard through the net whispers of a certain young Archer trying to get ahold of a certain (currently blonde) freedom fighter, so he sent K'nert out to try and fetch her. He hopes neither of them kill the other.

Kate is…oddly somewhat fond of K'nert. Maybe because she stubbornly refuses to write most people off, even when they're non-people. Especially when she needs to talk to someone, and K'nert is transport. She - just barely - resists the urge to talk to him like Lassie, though. It's an effort of will.

There's a big difference between the sort of cold that New York gets, and Siberia. Kate's normal winter gear is just barely adequate, for a short time, and she quirks a brow at K'nert when they show up in the snow. "Cold day in hell?"

"Not hell but close, Russia."Part is, getting disturbingly comfortable with this sort of supernatural bullshit of course. So when she slips out from behind what used to be a general store and finds K'nert and Kate? Not even a blink. This is totally her life now, unfortunately. "You looking for Jerry?" Stepping quietly foreward as she lets that AK-12 slump against it's sling somewhat. Of course, Part's been through like four bodies since she last saw Kate so there is that complication.

She's tall, she's blonde and no shit the girl could've been a model if it wasnt for all the camo, AK and probably the cigarette dangling out've the corner of her mouth. The only suggestion that this is indeed -the- Partisan? Well she's got that familar wolf skull on her shoulder, and she's scrawled "FUCK YOUR SHIT" across the buttstock of her rifle. Nevermind what the cyrillic sharpie print is that she's decorated her sling with, it goes a little beyond Vulgar for sure.

Speak of the devil, or the demon tainted hacker, and he shall appear. Jericho steps out of a cellar door that looks as dilapidated as the rest of this sad little deserted town. He'd just been coming up for a breath of (sub zero) fresh air. Odd coincidence that he should decide to do so just as Kate and K'nert are arriving but much like his best friend, this is largely his life now. The hacker swirls a cup of vodka in his left hand as his blade case dangles behind him. Sighting Part and Kate he quirks an eyebrow as he takes a sip. "Ah, you made it. I was starting to wonder." Honestly that could be to either of them.

"Um. Not exactly," Kate answers Partisan, brows furrowing slightly as she tries to put her finger on what seems so familiar about the woman she actually doesn't recognize. "I was looking for the Partisan?" And then Jericho shows up, and she tips her chin up toward the man, offering a small smile. "Hey. Thanks for the lift on the Henson express."

Partisan smiles softly "I'm the Mother Fucking Partisan(MFP), Don't tell me you came all the way out to fucking here just to drop by and say hello to some crazy bitch you met like months ago?"Pausing to flick her old cigarette away, before chaining up another one. "The know I look different, the face changes sometimes. It's part of a very long and tragic backstory, which we don't need to go into."Pausing to peer after Jerry with a bit of a lean. "Jerry, tell the girl how long and tragic it is."

"Quite long and very tragic." Jericho affirms. "And, at least in the last year or so, partly my fault. Certainly you seem to get makovers a lot when I am involved." The ex soldier takes a sip of the vodka. His only concession to the cold is a long Russian surplus winter coat and a hat that appears to have belonged to a general at some point.

"You're quite welcome Kate. You were making some noise on the net about looking for Part. I'd have set you up with a phone call but we cant actually risk people finding out we're here and K'nert is much less tracable. Besides, her voice has changed."

"That's…weird, but not the weirdest thing I've seen lately," Kate replies evenly to the Partisan's explanation. "But it's a good look, I guess. Could use a way better uniform, though. Hey, would anyone mind if we had this conversation somewhere that wasn't outside?" she asks, looking between the pair. "Preferably lacking in reflective surfaces."

Partisan finally hoists an eyebrow, before nodding softly. "Thankyou honey, you're as pretty as the last time we met. Now lets get you out of the cold before you catch your death." Off she goes with a shrug of the shoulders, flipping open the entrance to that cellar and descending without much explanation. "So now I'm properly curious. A proper cape like you, seeking out me of all people. You didn't go talking to the Mexicans or anything, did you?"

Jericho isnt actually a smug all knowing bastard. He's good but he's not that good. But he gets around enough that he does a good job of faking it. The bit about reflective surfaces is the tip off. "Ah, this." He murmurs, waiting for Kate to start after Part before bringing up the rear and closing the door behind them. "I think she's gonna need some advice,"

"I did not talk to any Mexicans," Kate assures, though the look she gives the Partisan suggests she may now. Curious. "But I do have a problem," she says with a nod to Jericho's guess. "There's a woman coming after capes. She killed my friend the other night. Along with seven innocent people, blown to bits. She killed more just two nights ago. She's trying to make a point about people like us. And her tactics are…Well. Terrorist."

Partisan nods softly as she slips down the stairs, pausing to set her AK on the table before shrugging out of that heavy coat. "Alright, so you've got an -actual- terrorist then. Tell me about them, give me the run down. What is she calling herself, whats her message she's trying to communicate with this activity, just explosives or what? Tell me absolutely everything you can remember, and know that this isn't like anyone you've fought before alright?"

Jericho sits down. The place they're in is lit by a few hanging lamps ordinarily used for outside automotive work after dark. Neftgorsk is an old enough town in any case that it entirely lacks the kind of polished construction that resultes in mirrored surfaces everywhere in a city like New York. He doesn't say anything, but does start pulling up everything he can on the woman Kate's talking about. He's already noticed a couple of the 'hit' videos. Pretty gruesome stuff, if educational. The woman's patently insane but very clever and seems to know her way about this whole terrorist business.

"That, I've noticed," Kate grimaces to Partisan, crossing her arms over her chest and pacing a few steps. "The name I've heard bandied about is Fracture," she begins. "And she's clearly insane. She'd run into my friend before. She seemed to be targeting him. I don't know why, but the message she seems to be sending is that no one who's trying to save people is safe. I first saw her create seven glass duplicates of herself. Capable of independent motion. Shattered on forceful impact. Later, when she called to taunt me, Trent and I could see she was using reflective surfaces to…scry. I saw some of the duplicates disappear in and out of puddles, so it's possible she's traveling through them as well. Or at least the duplicates can."

Partisan nods softly "Fracture, doesnt like capes. Her main method of attack are explosives then, and she likes to make things public and nasty? I'm going to presume based on what we've discussed already, that this woman is -not- formally trained then. This method of targeting and attack is ineffecient, and ineffective. So she's motivated by a personal belief more than likely, this is personal for her."Part pauses, snagging a chair with a boot before plopping down. "The term is "Self Radicalization", which is to say nobody trained her or helped her along. Her beliefs and actions, are shaped exclusively by her personal history. A loved one may have died as a result of a cape's actions, accidental or otherwise. The explosives thing, backs this up. Bombs, are very easy to make. If she was confident in her ability to fight, she'd be attacking you directly. Keep in mind as well, that a good explosive device takes time to prepare. Shopping, experimentation, assembly, planning and setting all take time. So none of this is impulsive, she's made a very firm decision here."Pausing dig around for her smokes, yet again as she goes. "She needs to be stopped very quickly, because with more successful attacks she will grow in confidence. With that confidence, the scope of her work will increase. The only reason she hasn't tried for a mass casualty incident, is because she doesn't know for certain she can pull it off. With me so far honey?"

"She's also loopy enough to fill a factory full of cereal boxes." Jericho notes. That far away look in his eyes definitely says he's in the net, somewhere. In this particular case somewhere quite dark. "And based on the half of your conversation that I heard, she's a bit on the easily distracted side, at least for some things." He doesn't know precisely what was said, though he has some ideas because he heard Kate's end of the conversation.

"One hundred percent," Kate nods to the Partisan, unusually serious. And far more grim than usual as well. "She's also clearly not stupid," she adds to Jericho's information. "She's planning. She has a broad enough base of knowledge or contacts to get phone numbers. To plan ahead. And you're right, she needs to be stopped, with prejudice."

"Explosive devices are best, just set off whenever encountered. You can shoot them apart with a shotgun as well, the Police often use water cannons and that also works. Anti-tampering devices are super simple to build, so dont try and move one or even touch the fucking thing. The ideal situation for a bomber, is for somone to try and disarm their devices. Remember, this is what she -wants- you to attempt. Disarming one obvious charge, may remotely detonate another hidden one nearby. If you see a device, just leave."Part pauses to finally chain up her third with a sigh. "She wants chains, multiple kills per device. Sooner or later for instance she's going to try and snag some low level cape, she's going to bind them, torture them live and then with internet streaming she'll invite you folks to rescue them. Only to blow the charge, to kill more capes on live TV. When you get back, you need to find an explosives expert. You need to get me some photographs of the devices, and get a cop to slip you the forensics on what the explosive compound is. I'll be able to advise you from there, but let's talk about the endgame here."Hunching foreward with a wince, to rest her elbows on her knees. "This bitch, can not be arrested or captured most likely you understand?"

"I have some contacts in that department." Jericho says quietly. "And I suspect you do as well Part. They're not nice people but they're reliable. And Partisan's right Kate. You're dealing with some kind of metahuman teleporter and duplicator. They don't make prisons for her type. Nor, really, is the American justice system designed to handle it, much as it'd be nice if it were." He's fairly sure Kate's not going to get weepy on him for the sake of some nebulous conception of law and order, so he doesn't hit that one too hard. "I'm not worried about you, but if you bring backup - and you should when confronting her - they need to understand that playing with the kid gloves on is going to get people killed."

"I'm not planning on arresting or capturing her." Kate says it matter-of-factly, and for someone who's always gone for incapacitating rather than killing…It's a serious change. "Not because she killed my friend. Because she is batshit insane, and she's only going to get worse. Kill more people. And," she gestures to Jericho, "She's clearly not someone who can be held in a prison. I don't need to talk to her about what she did. I don't need her to see anything, or learn why what she's done is wrong. I need her to be dead, where she's no longer a threat. In a perfect world? She'll never know what hit her. One minute she'll be walking, the next she'll be dead."

Partisan sits back with a shrug "There are two ways, if you can snag her. Either you just fucking smoke her, and now you're in the same shit house as I am. It sucks, honestly honey. You go further than that, like traumatic amputation, dental torture? I'm the one they're going to call to come get you, and sweetheart I -like- you. I think you're a good kid, but if you step over the line too far? You start something you can't ever stop, and it'll be terminal. I'm the one they'd task with killing you, and don't fucking kid yourself. The moment you become a killer, you become expendable. You become more risk than reward, and they'll put your ass down like a dog. You follow me honey?"

This is not often advice Jericho hears Partisan give and he's quite curious. Most of his other conversations with capes and other assorted agents of not-world-domination that involve Partisan also involve someone having a massive misunderstanding about how awful most of the world really is and what it frequently takes to drive a point home in places not called 'The United States'. That said, Partisan isn't trying to actively recruit Kate for a mission. Rather the opposite so he's quite curious where his friend is going with this.

While he's musing that Maxwell is calculating the optimal way to stick one of Kate's arrows in a place in Fracture that will be both eventually leathal, and agonizingly painful at the same time. How about this?

Kate looks at Partisan for a long moment at that advice, her eyes far too knowing. "No," she says quietly, "They won't." Turning away, she paces a few steps, arms still crossed over her chest. "Every day, they turn a blind eye to any number of crimes. Good lawyers. Donations to the right causes. Every day. Every day, they turn a blind eye to people killed by the cops. Sure, there are good cops. I don't pick fights with cops. Much. Seriously. But there are bad ones, too. Taking out a terrorist like this woman? They won't."

"Why is it, exactly that you think the government keeps -me- around? I get a government paycheck sweetheart, they give me guns and gear and targeting lists. They build grave yards because of the shit I do, which never goes to court obviously."Part crosses her arms with a smirk, puffing at her cigarette. "I put a man in handcuffs, put it on live TV and then shot him in the head. I cut another man's heart out of his fucking chest on live local TV, how many charges have been filed against me? I shot a fucking cop infront of a police station, in broad fucking daylight. Did I make the FBI's most wanted? I'm wanted on charges of terrorism in like twenty something countries. I've bombed women and children, I've used chemical weapons on civilians, I've torched villages in Vietnam to the ground. I have done every horrible thing you can imagine, and the US government knows about it. So why don't they come after me, right? Your sitting there looking at me, thinking that if I got away with it right? I do what I'm asked, that affords them a measure of control. I'm their nasty little secret, the one who does all the really horrible fucking shit for them."Pausing to chain up another smoke for a moment. "If you go too far, I'll get an email with your name and face. Then I'm going to track you down, and I'm going to kill you. If you turn out to be better at hiding than the hundred twenty year old werewolf, well then I move onto your weak points. Friends, family, you name it. I -am- the Big Bad Wolf, do you understand me? I will huff and puff and blow your entire world down, because thats what I do. So heres the heart of it though Kate, you and nobody else has the choice here. We can be friends, or we can be enemies. I think you're great, I really don't want to have to come after you."

Jericho looks over between Kate and Partisan. "If you're serious about going after Fracture though there's help. I at least, when I'm not distracted by Russian dimensional research, can do the same thing for you that I do for Partisan. And I'm more than willing to keep things off the papers and out of the limelight. And if it comes down to combat support… there's options." He's one of them but he also knows people, and knows that Kate knows people. "I don't really think you would go off the rails, by the way and I'm not sure Part does either." Though he doesn't know always what she's thinking. "If it makes you feel better she's told me that she'd end me if I ever did… and had a lot more reason to think that I would."

Kate frowns slightly, then shakes her head. "If that's what it comes to, you won't need to hunt me down," she says steadily. "I've been risking my life trying to stop dangerous people for a while now. I can risk it as a delayed response, if it means she doesn't get to hurt anyone else. If you're volunteering to do it, great. I don't feel a need to be the one to do it myself. But it has to be done. One way or another." She takes a deep breath, letting it out slowly. "I need to talk to some people about ways not to be seen by her first, though. She said I'm not worthy, and that's great for not being watched, but I'm not going to rely on the white of a crazy woman."

Partisan cracks her neck idly "If she's still active when I finish her, I'll fucking do it myself and let you watch if thats what you want. I hope when we meet next, we can be friends. Keep your head down, and keep your head on a swivel alright?"

Jericho nods in agreement. If Kate doesn't sort it out he'll be happy to. He figures she's got it though. Kate's proven resourceful and independant in the past. Hell she was able to make enough noise on dark boards to attract his attention without giving herself away so that's a good sign right there. "Need a lift back Kate?"

"Look into her," Kate says quietly. "If you can't find a kill order, I'll be shocked." At Jericho's offer, she turns back to the hacker, summoning up a small smile. "Yeah, frozen hell might be a little bit of a hard sell without Henson." And, despite the grim topic of conversation, she pulls out a handful of fun-size snickers to bribe K'nert with. "C'mon, bud," she says lightly. "Trade you for a ride home."
