"Weathering the Storm"
Originally founded by the CIA in 1964 as International Operations and later reformed in the 70's as an umbrella project that encompasses extended branches with the purpose of safeguarding the interests of the United States on the home front and if need be on foreign soil.
This intelligence organization acts as a 'hub' for several subdivisions; Checkmate (intelligence) , CADMUS (science & technologies) the B.P.R.D. (paranormal research & defense) and Task Force X (operations).
The Program basically consists of Team Red and Prime as well as former Team's X and 0 through 8. It's agencies actually spearheaded the Weapon Program and even Team X until disbanding and rights were given over to Department H.
As S.H.I.E.L.D. is a global UN sanctioned peace agency Stormwatch has only the United States as a focus of interest and backing.
In the 70's the US Military began reacting to the Cold War by aggressively seeking Black Ops solutions to it's problems.
This re-birthed International Operations purpose as it had largely become obsolete due to US reliance on SHIELD. Restructuring itself as Stormwatch/Taskforce X International Operations first took over the fledgling international intelligence group Checkmate.
Checkmate acts as the intelligence and data analysis hub for all of Stormwatch. It's agents are active throughout the world. They are public entity as much as a clandestine and very secret force.
Through Checkmate Stormwatch is able to coordinate and mobilize it's second phase; the Team Project. This project consists of three teams, Red, Prime and Black.
Red consists of metahumans who focus on disaster control, rescue and relief. They specialize in various aspects of rescue, emergency care, survival and humanitarian relief. They are powerful PR asset for Stormwatch.
Prime is one of the very few US sanctioned teams, they wear stylized matching outfits, are highly trained and specialize in crowd control, metahuman counter-activity and combat at large. They are the US governments answer to the largely illegal and civilian backed teams such as the Justice League.
The purpose of both teams Red and Prime is to make Stormwatch look good.
Unknown to the public is Black team otherwise known as Suicide Squad. Once upon a time this black ops/wetworks unit was ruthless, highly trained military or ex-military personnel handpicked by International Operations leads. Now it is a motley crew of select criminal individuals who are chosen because they are expendable.
In the more recent years Stormwatch has absorbed several other divisions such as Project Cadmus (responsible for Project Genesis and NOWHERE) and the BPRD. It's supernatural focused team.
These projects were chosen for restructure and renaming but it was determined they're largely seen as their own entities and that works beneficially towards Stormwatch's agenda.

Team 3 accepted a new recruit pried from the highest echelon of the US Rangers, a Major named Slade Wilson. After suffering a nearly fatal injury, he was treated by <REDACTED> in <REDACTED> and began to show signs of superhuman abilities shortly thereafter. Lynch, seeing this success, sent any seriously wounded soldier on his Team to <REDACTED> and those that "survived their wounds" returned with extraordinary abilities.
Team 4: Reagan's poster children. DEACTIVATED. Status Non-conclusive.

Team 6: Activated 90'
Team 7: BROKEN — NOT PARSING under Wilson's expert tactical acumen was the most successful of the Teams. They completed an unprecedented number of missions with unexpectedly low mortality rates. Wilson began to show signs of instability. He questioned orders more and more often, and when he discovered <REDACTED> on <REDACTED> by <REDACTED>, he committed treason. He tendered his resignation from the Team by shooting his commanding officer, Lynch, in the face and left the Team entirely.
With Lynch out of commission from his very nearly mortal wound, and subsequent admittance into REDACTED for medical care, Amanda Waller, second in command of Team 7 was given a new directive.
Disbanding Team 7 entirely…

OOC: The following sub-divisions are not generally known to be connected to Stormwatch/Taskforce X. They are generally seen as their own entities and only those within their divisions have any knowledge whatsoever they have any form of connection to one another. It is not uncommon for crossovers and conflicts to occur.
Checkmate: Hundreds if not thousands of employees operating intelligence gathering services around the clock and seeing to the every day functions of Stormwatch's HQ and it's many branches. Also it's under this title that all active Intel gathering Metas operate.
Through Checkmate all other divisions have access to near unlimited data and intel.
CADMUS: A branch of the Research and Development of new super sciences, it falls under Stormwatch's command but operates fairly independently, pressing the boundaries of science and human advancement in all ways.
Cadmus is also the medical relief that works directly on the divisions. Cadmus is one of the rare ones the others know is connected as it handles all medical activity for Stormwatch. Almost every science or medical technician attached to the other divisions has a background with Cadmus.
*A combined branch of Cadmus and the Program is responsible for Project Genesis in which a meta-human accelerant called the Gen-Factor was introduced to human mutates. The Genesis Project has been cancelled and it's assets have reportedly been re-assigned to a new program called N.O.W.H.E.R.E. with a new director; Zaniel Templar.
Task Force X or simply "The Program": This is broken down in to several additional squads, REDACTED, Team Red (Rescue and Relief efforts flow through these metas. While not exempt from combat situations they're powers and personalities are bent more towards helping in large scale disasters then doing battle with villains) and Team Prime (Team Prime: America's answer to the Avengers or Justice League, it is a group of metas who seek out villains and terrorists. They are the more public face of Stormwatch, often being mistaken for 'Stormwatch' itself).
The poster child teams of Stormwatch two are known of by everyone, the third only those with high levels of security clearance have any clue of their existence.
BPRD "The Bureau of Paranormal Research and Defense":A little known fact to anyone even other members of Stormwatch and it's subdivisions the BPRD was an acquisition of the organization in the early 21st Century. Their agenda is to safeguard the United States from the occult, paranormal and supernatural.
The least monitored division within Stormwatch it is seen as the Ghost Hunters and Spook squad of the organization. They are publically known as BPRD and very few actually know of their connection to the larger more "sinister" organization that signs their checks.
